I don't have that great of a connection and it has never allowed me more than 7 bots, while my girlfriend has a great connection and she can host with 11 bots every time. For me I can only have 7 bots in LAN games but 11 in offline matches. A couple of quick games of this beloved classic. The multiplayer option now features up to 15 bots and in glorious HD quality. The reason I ask is because I can't play online due to only being able to get satellite internet but I could play against bots and level up in Ghosts which I enjoyed alot because I love leveling up and stuff.
